Speaker, I beg to move the following Motion:- THAT, notwithstanding the provisions of Standing Order 61(2)(b), this House grants leave for the extension of the period for consideration of Sessional Paper No.1 of 2016 on Government Guarantee on Borrowing for the Construction of the Second Container Terminal Phase II by the Kenya Ports Authority (KPA) from the Japan International Cooperation Agency (JICA) by a further 28 days from 30th March 2016, excluding the period of the April short recess."
