"content": "of those cards and are still holding serialised waiting cards with serial numbers that also appear on the identity cards once issued; concerned that those Kenyans in possession of serialised waiting cards may miss out on the ongoing voter registration; cognizant that Section 5 sub-sections 3(A) and 3(B) of the Elections Act, 2011 requires the Independent Electoral and Boundaries Commission (IEBC) to register all Kenyans who have attained the age of eighteen (18) years, have applied for issuance of identity cards and are in possession of serialised waiting cards pending the issuance of identity cards, now therefore, this House calls upon the Independent Electoral Boundaries and Commission to immediately allow all persons who were successfully vetted and issued with serialized waiting cards to register as voters in the ongoing and future voter registration exercises in accordance with Section 5 of the Elections Act, 2011. Hon. Deputy Speaker, for avoidance of doubt, Section 5(3)(A) and (b) states:- “Any citizen of Kenya who has attained the age of eighteen years as evidenced by either a national identity card or a Kenyan passport and whose name is not in the register of voters shall be registered as a voter upon application in the prescribed manner to the Commission. Despite sub-section (3), a citizen who has attained the age of eighteen years and has registered for an identification card and is in the possession of an acknowledgement of registration certificate shall, upon application, be registered as a voter using the acknowledgement of registration certificate, but may only vote using an identification card"
