    "content": "Hon. Deputy Speaker, we have witnessed that IEBC does not allow those who want to register as voters to use waiting cards. That is the essence of this Motion. For one to get the serialised waiting card now referred to as acknowledgement registration certificate in the Elections Act, one has to present to the agent, registrar or the clerks both copies of the parents identity cards. Secondly, the baptismal card, birth certificate or school leaving certificates can also be used as an identification to ascertain if he or she is above or below 18 years of age. Then one will be issued with the waiting card if you are between 18 to 22 years. However, if you are above that, one has to get a letter from the area chief or assistant chief to show the reason why you delayed in getting an ID. You get a letter and you will have to be vetted by village elders to confirm your family background. The Assistant County Commissioners must also be there and an officer from the Criminal Investigation Department. So, for you to be given that waiting card, you must be thoroughly vetted. Sometimes, we have people with the “Moi Album IDs”, the old first generation cards. Again, for one to get a waiting card for that ID card to be replaced, they have to go with a family member, either a cousin, brother or other blood relatives to acknowledge that relationship. Thirdly, one has to get a letter from the chief giving reasons as to why they have delayed in getting the new ID card. The process takes a long time and is thoroughly investigated. Referring to the Election Act Clause 5(3)(a) and (b), it states that IEBC should be called upon by this House to allow people who have waiting cards to be registered as voters.
