    "content": "constituency level. The IEBC should be called upon to give Kenyans enough time to register. As you go round, the youth are saying that they have not registered because they are still waiting for their ID cards. It is common knowledge that some of the chiefs are holding onto those ID cards. When a young man goes for his ID card, money is demanded from him. So, he does not get it because he is afraid. This is a burden to the youth. With the issuance of waiting cards, then the youth or other people can register as voters while waiting for their ID cards. They will not use the waiting card for voting. This will enable many people to register as voters. It is a democratic right to vote for somebody that one wants. Lastly, for instant identification, somebody has to be thoroughly vetted before the issuance of an ID card. We have got cases whereby the youth who are joining universities are not able to access loans from Higher Education Loans Board (HELB) because they do not have ID cards. We are, therefore, called upon to assist by holding Harambees . Once this Motion is passed, instant identification should be used for many other purposes. An example as to why it has been taking a long time to get an ID card is because ID cards that are meant for Suba may find their way to Kitui. They are mis-directed. That delay is always there. I, therefore, urge us to move quickly so that our youth and others who are not able to get their ID cards on time can register as voters. If they do not register, there is an ongoing exercise where aspirants are moving voters from one constituency to another to get the numbers. If we have many youths registered as voters, that kind of exercise will stop. If we allow the movement of people from one constituency to another, it will bring tension. In my area, for example, aspirants are moving my voters from my strong areas to others, so that they can weaken me. I am sure other people are also getting voters from other areas as tourists. There could be about 10,000 voters because this is an easy way out. I call them missionaries because they come to help a guy win elections. I want to urge this House to accept and be realistic on the ground. We all come from various backgrounds. Allow our people to register as voters using the waiting cards. Without wasting so much time, I beg to move. There are so many people who want to second this Motion because it is very realistic. I hope that it will be passed today so that by the time we go home, IEBC will be required to allow people to use waiting cards to register as voters. I beg to move and ask my good friend, Hon.
