"content": "Thank you, Hon. Deputy Speaker. I wish to support this Motion brought by my good friend, Hon. Ferdinand Wanyonyi. Identity cards are important documents in this country. Every citizen has a right to be registered. This document gives you access to many services. Without it, you cannot open a bank account or register as a voter. There are so many young Kenyans who have been denied access to this important document simply because the personnel and the Government functionaries have put a lot of hurdles in their way. It should be published in newspapers so that those who applied for IDs go to collect them. I do not know why we do not make ID acquisition instant instead of being given an acknowledgement slip. It will be better and will save time because sometimes people travel long distances to apply for IDs and it takes long to get them. If we do the necessary and agree that IDs should be issued on the spot, then we will save many things. As Kenyans, we should not treat fellow citizens as second hand citizens. This is what is happening and chiefs are now behaving as though they are the law unto themselves. They are harassing Kenyans and sometimes demand---"
