    "content": "Thank you very much, Hon. Deputy Speaker. I rise to support this Motion. I draw the attention of the House to Chapter Three of the Constitution; Article 12 (1)(b), Entitlements of citizen which says: “A Kenyan passport and any document of registration or identification issued by the State to citizens.” What we must ask ourselves as a House is whether an identity card is a sign that an individual is a Kenyan citizen. If that is not the case, why is it so easy at times to get a passport yet it is becoming so difficult for our young people to get identity cards?"
