    "content": "Hon. Deputy Speaker, I am very much in order. I have a laminated ID and I know the process I underwent to get it. When you fill that form, the photo is taken. The process is that, one, you need to be vetted. Two, your finger prints have to be taken and analysed to confirm whether you have a criminal issue or you are Al Shabaab. That is why you are given that waiting card. It confirms that you have applied for an ID but it is not automatic that you will get it. So, to say a waiting card is an ID is misleading. It is against the laws of Kenya to use a waiting card to vote. You need to be identified, disciplined and a bona fide Kenyan. We are people who have been undermining our security. Here in Kenya---"
