    "content": "The other challenge we have is that the identity cards of the same people we are saying should be given serialized waiting cards to vote could be lying at their sub-county registration offices. I fail to understand. Whereas we are crying for identity cards, there are thousands of uncollected identity cards at the sub-county registration offices. I do not understand what is happening. The issue of voter registration has nothing to do with issuance of identity cards. There are other underlying factors which should be looked at keenly."
