    "content": "Madam Temporary Deputy Speaker, hon. Ogindo is asking this House to pass a resolution, so that the Minister for Finance presents before the Budget Committee, within seven days from the date of passing this Motion, the loans in relation to Ken-Ren Chemicals and Fertilizers Company and external commercial debts on security related projects. Hon. Ogindo has spoken in detail about the circumstances surrounding these two particular transactions. The reason why the Budget Committee was formed through the Financial Management Act was to give this House an organ to do an indepth analysis on public finance management. In public finance management, there should be transparency and accountability. We want to increase accountability to the people of Kenya. This we can only do through a committee of the House."
