(2) Funds identified and designated for health in sub- section (1) shall not be appropriated for any other purpose.” The first amendment concerns the opening of the bank accounts. The purpose of this amendment in Clause 55(1) is that the clause was redrafted to introduce the sub-clause to ensure that there is a possibility of opening of accounts."
