Temporary Deputy Chairman, I beg to move:- THAT, Clause 79 of the Bill, be amended in the opening statement, by inserting the words “in consultation with the Director General” immediately after the words “Cabinet Secretary”. The purpose of this amendment is to empower the Cabinet Secretary (CS) to create regulations, the bulk of which touch on technical aspects. Before he does that, he must seek for support and advice from the Director-General, who is the technical expert."
