Temporary Deputy Speaker, I beg to move that the Motion for agreement with the Report of the Committee of the whole House be amended as follows:- By inserting the words “subject to re-committal of Clauses 7, 28, 49 and 54”. Clause 7 is about emergency health care. Even as we put the Question, Members had divergent opinions. Clause 28 is on the composition of the Kenya Health Professions Oversight Authority, where Members felt that too many Government officers were part of the Authority. Clause 49 is about making of wills and donation of organs for medical research. Clause 54 is about the financing of health care, especially sub-clause (e), which relates to the provision of healthcare financing for emergency health care, which is a constitutional right. I would like to ask Hon. Neto to second."
