    "content": "Thank you, Hon. Temporary Deputy Chairman. I wish to support the proposed amendment by Hon. Oner. The Constitution is very clear that when you are dealing with issues of the Bill of Rights, there is a specific way of limiting and that is between Articles 24 and 27 of the Constitution. The Constitution is clear on the way you can limit a right and that is not what the Committee is doing. If we go the Chairlady’s way, we will be going unconstitutionally and we cannot make for future provisions for emergency care. We have just passed the Division of Revenue Bill and those are things that counties must prioritise. If we cannot prioritise emergency, what else are we prioritising? The right to life is a fundamental right. I support Hon. Oner’s proposed amendment."
