    "content": "Hon. Temporary Deputy Speaker, I want to support Hon. Oner for two reasons. One, the Constitution is very clear like everybody has alluded to. Two, most of the emergencies we deal with are not expensive that we must have a law in place. Just like the Act has said there are times you only need to stabilise a person and refer him to the next hospital. It is not an expensive procedure. We would like to ask private hospitals to provide emergency services as a way of giving back to the community. That is the least we can expect of them."
