    "content": "As I conclude, here is a Board that has done Kenya proud, professionally led and produced high quality statistics and documentation which is not being summarised, of course, in the amendment we are seeking to do. On that score, I give them extremely high marks. It is outside the original design but yet, a challenge for this country. What do we do with the challenges we have got? We are not going to get high integrity outputs in performance unless we have a mechanism in place. There is no line of work in life where there are angels. Not even the churches as we know them from what we see today. Even there, you do not expect anything done unless there is a mechanism that controls it. I hope that mechanism will be put in place as a result of this debate."
