    "content": "They should determine those matters in accordance with the laws of this country only so that, even a poor man in this country can go to court with confidence and say: “I have lost something to so and so. This is the law that we have set. If you take my things by force, then you must return them and compensate me.” However, this simple truism is not true for everybody in this country. Today, people will take things from Kenyans, steal our money from our coffers and they will walk to the courts and the only question they will ask is this: “How much will the judicial officer take so that I can delay this case forever and even before I go and sit in some other position where I can determine whether this judge or the other magistrate can serve or not?”"
