I am reading what is in the Bill. I am guided by what is there. The Bill is very clear. So, it is up to the Committee which has done this Bill to see what they have come up with. Again, on that issue of Memorandum of Objects and Reasons, we cannot, as Parliament and as a Committee, do a memorandum subjecting ourselves to a specific person."
