The amount of money collected by counties in form of revenue, much of it does not go the public or the consolidated fund account. Several counties have decided to open parallel accounts which are operated by their own assistants. Therefore, this constitutes a major leakage in government revenue collection. The Office of the Auditor-General must look for a way of sealing these loopholes."
