    "content": "Hon. Temporary Deputy Speaker, I wish to inform you that the National Assembly and the Senate have fought a very big war to reach where they are. The county assemblies have to seek approval from the County Executive, which is the Governor’s office. That compromises their ability to oversee the same officers. That is why there is a Bill before the Senate to make county assemblies autonomous so that they can control their financial destiny. That is my point of argument."
