    "content": "The county governments need to be encouraged to adopt the same standards of employment as the national Government. This idea of recruiting staff in the counties on a two year contract is meant to make them sycophants of the governors since they do not have job security. That issue needs to be dealt with to ensure that those employees are confirmed as permanent and pensionable, so that they can apply professionalism as they serve in the counties."
