    "content": "There are some counties which are doing so well. One such county is my neighbouring county of Kericho, where they have devolved the issue of roads. They are constructing roads all over and murraming them, while in my own county there is no single road that is currently being murramed by the county government. These are the issues that need to be addressed. We need to set certain standard for benchmarking by neighbouring countries. I am happy that we are also allocating 15 per cent of the Fuel Levy Fund to the counties so that the road network can improve. I hope that, as a House, we will not kill the idea of having KeRRA and KURA so that we can supplement in the improvement of road; otherwise, we will be irrelevant as Members of Parliament. This one needs to be combined with the CDF. Because of that big problem that is created by the Constitution, these funds must be conditional allocations to the CDF so that we can deal with the small village roads, where you need to construct two-kilometre or four-kilometre roads in certain villages to improve access. Who is closer to the people on the ground? Is it the County Executive or the Member of Parliament? That is why the issue of KeRRA needs to be addressed---"
