    "content": "Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to briefly contribute to this Bill. I support this important Bill because we have the national Government and the county governments. I believe that, as a county, we are headed in the right direction. With all the funds that we are pumping to the counties, we are expecting better services in roads, water, agriculture, health and other sectors. There are some areas that I would like to point out because some of them are mentioned in the Bill and are of great concern to our people. The formula that has been used here and is stated has already lapsed. I am worried that somebody might even go to court to say it is not valid because it lapsed in 2015.
