    "content": "I also want to talk on the free maternity health care. This money is given but, sometimes, those services are not free. The counties should use that money properly so that it is beneficial to the citizens. More money should be given to the counties because that is where most of the work is. The money meant to pay for forgone user fees should not remain with the national Government because the common mwananchi is at the county level and not at the national level. In future, let us think of giving more money to the counties than having it remain with the national Government."
