    "content": "Speakers, Sir, hon. Members and fellow Kenyans, when my administration assumed office, we promised to provide an answer to the perennial land question. We pledged to address the structural challenges that affect our land tenure systems. This we did because we know how important land is, as a productive resource, to the realisation of our development agenda. Land is the basis of all other economic activities and, therefore, the sanctity of title deeds should never be in doubt. I am happy to report that in the last one year we have issued an additional one million new title deeds, bringing the total number of newly issued title deeds to 2,405,000 since 2013. We are on track to surpass our target of three million new title deeds by 2017."
