Whereas the Constitution gives the National Assembly that particular role, it goes further and says that this can only be done once, and when it is done, it is done only in exceptional circumstances to be certified by the Speaker of the National Assembly. Since it is coming to us for the first time, could you tell us what the exceptional circumstances were which convinced the Speaker of the National Assembly to agree that the timeline be extended by one year?
