    "content": " Mr. Speaker, Sir, this matter is very fundamental. In the answer that the Chairman gave – and we cannot blame him because he was reading what has been written for him – he said that the regulations are yet to be put in place. We are talking of situations like the case of Machakos, for example, where the governor has been signing agreements and handing out land to people from Dubai; calling them PPPs. We also had situations where governors signed agreements for wind power and other things. It is the duty of this House, under the Constitution, to protect counties and their governments and resources today and the future. Could the Chairman tell this House that as long as regulations are not in place, we will put an embargo on any of these PPPs until we have those regulations? When those regulations are ready, they will be tabled in the county assemblies and then brought to the Senate."
