"content": "Mr. Speaker, Sir, I am a little surprised because Sen. (Dr.) Khalwale is one person I have a lot of respect for when it comes to enforcement of House rules and Standing Orders. A very important thing has being brought to his attention by Sen. (Dr.) Machage. This is Standing Order No.114. At that moment, what he is calling loud consultations, if they had stopped when the Speaker asked them to stop, no action would have been taken against them. The Speaker was only enforcing Standing Order No.114. He gave them a chance to stop doing what they were doing, whatever you call it, before they were thrown out. They were thrown out for what the Speaker rightly called misconduct under Standing Order. No.114."
