    "content": "Mr. Deputy Speaker, Sir, I also wish to thank the Prime Minister for addressing the House and the nation on the implementation of the new Constitution. But I would like him to indicate whether the process of implementing the new Constitution and the key steps that are required to assure Kenyans that the process of implementing the new Constitution is really on track are being undertaken. Does he think that implementing devolution is the most critical step? What are the most critical steps that are supposed to be put in place and keenly focused on so that we are assured? We are talking about electoral, judicial and other reforms. I believe those ought to be prioritized and addressed."
