    "content": "Mr. Njuguna wanted to know the status of CDF. There are several other devolved funds. There is also LATF and bursary fund but since the new Constitution clearly wants to ensure that the Executive has its role as well as the Legislature; that Parliament makes laws and the Executive implements the laws, the devolved funds will all go to the county governments. The county government is going to be the one that is going to use those funds for purposes of development in the counties."
