    "content": "In that Parliament, so many amendments were introduced in the Lancaster House Constitution. Sometimes, they were able to change it within a matter of hours and say: “Parliament is sovereign; we have the power to change it and we are changing it today!” I am quoting one hon. Member. If you go to the HANSARD of 1982, you will see who that Member of Parliament was. They changed it. They introduced Section 2A. The rest is now history. Mr. Deputy Speaker, Sir, they introduced detention without trial upon the first appointment. They did away with devolution around that time. That is why it is important that as we start to implement this Constitution we start on the right footing. Parliament should not allow itself to be intimidated or blackmailed by anyone, irrespective of who it is; whether it is the Prime Minister or the President of the Republic of Kenya."
