    "content": "(Sen. (Prof.) Kindiki): No, Mr. Deputy Speaker, Sir. I said other junior members of staff in the counties. This theft is not just related to individual governors. It is a system. It starts from the top to the bottom. Now, you have little fellows threatening everybody in the village. If you ask this guy, what is your curriculum vitae? He says, “Ooh, you know I was an intern, then I did it for six months and then I became chief of staff or personal assistant to some officer in the county government.” Mr. Deputy Speaker, Sir, because of time, I end by saying that this House must not apologise for fighting corruption in counties. We will not apologise. Some of the criticism we have had, is that, ooh, why are you not talking about corruption in the national Government. That is not the mandate of the Senate. It is the mandate of the National Assembly. This Senate is focused on devolution, counties and county governments. Therefore, we must re-energize ourselves and do whatever we can to save the country from collapse because if devolution flops, then our nation will collapse. That is the only hope that this country has; of re-engineering and reimagining the Nationalist Covenant as anticipated by our Fore Fathers in 1963. Mr. Deputy Speaker, Sir, I beg to move. I request the deputy Senate Minority Leader to second."
