Members, you may wish to note that this is a very unique Petition, as the prayers sought by the Petitioners propose amendments to our Standing Orders. This will require meticulous consideration as they propose to basically alter the manner in which we conduct business. I am aware that the Procedure and House Rules Committee, which I chair, is currently considering various proposals for amendment of our rules of procedure. This Petition, therefore, stands committed to the Procedure and House Rules Committee for consideration, together with the rest of the proposals that have already been forwarded to the Committee. The Committee is required to report its findings to the Petitioners and to the House. The Committee should also undertake to hear the Petitioners with a view to incorporating their proposals, if any, to our rules of procedure relating to public participation in the legislative process.
