    "content": "Madam Temporary Deputy Chairlady, it would have been good if hon. Members were present during the Second Reading because we debated this in detail. Nevertheless, if you look at Clause 9(5), you will see that provisions with regard to gender are not there. Therefore, for us to ensure that the gender bit of it is taken care of, I propose that we include the line that provided that not more than two-thirds of candidates shall be from one gender. That is the reason for my amendment."
