    "content": "Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute. I also want to add my voice to this Bill which is long overdue. It should have been there even yesterday. I am a Member of this Committee. We sat in Mombasa the whole weekend and went through the Bill with a tooth comb. The only issue which came up is funding which is supposed to come directly from the Consolidated Fund. We shall agree on that one. This is an important authority and it needs to get funding directly from the Consolidated Fund."
