    "content": "Thank you, Hon. Deputy Speaker, for giving me a chance to talk about the President’s Address. I want to remind the Members of this House that this is the first Government under the new Constitution which is very expensive. The President said in his Speech that at least Kshs1.3 trillion has gone to governors, namely, county governments. In the past Governments, no money was going to county governments. All that money comes from the national Government kitty."
