"content": "Madam Temporary Deputy Chairperson, I beg to move:- THAT, Clause 15 be amended by- (a) Deleting sub-clause (1) and substituting therefor the following new sub- clause- â(1) There shall be a secretariat of the Board which shall be headed by a secretary who shall be competitively recruited and appointed by the Board in accordance with this section. (b) by deleting sub-clause (2). (c) deleting the expression âjoint secretaryâ or âjoint secretariesâ, as the case may be, wherever it appears and substituting therefor the word âsecretaryâ. The import of this amendment is to ensure that there is a single Secretariat. The proposal is to have two secretariats, but from the managerial point of view, it does not make sense. The Committee feels that there should be only one Secretariat."
