    "content": "Mr. Speaker, Sir, while I support the constitutional right of that petitioner to petition, I want to confirm that the lady comes from Teso. This is one of the minority communities in this country. Considering the gender, I wish to say that this is an immensely qualified person. I am not sure whether these “mwongozo” regulations have gone through the proper scrutiny and adoption by the National Assembly and the Senate. We might be subjecting some of these public servants to regulations that have not been properly dealt with. Therefore, I support the Petition because the petitioner has the constitutional right but I hope the Committee will consider the constitutional requirement of minorities in the Government."
