    "content": "Mr. Deputy Speaker, Sir, we are dealing with a very emotive agenda. It involves allocation of money which has been earned by the same people who are supposed to share it. In this case, we are dealing with a very sensitive subject. We should satisfy every category of people in our country. Therefore, in this case, it is important to note that; when we talk of 100 per cent as indicated in this Commission on Revenue Allocation (CRA) formula, we should know what it is in figures. Therefore, if we are told that it is 100 per cent, we should know if it is 100 per cent of Kshs1 billion, Kshs1 trillion, Kshs2 trillion and so on. when we talk of 45 per cent of that money going to the county to be shared against the population index, we should believe that is a very serious figure; because 45 per cent out of 100 per cent and the 100 is known to be a figurative amount so that amount is converted to the actual amount of money to be shared The electronic version of the Senate Hansard Report is for information purposes only.
