    "content": "Hon. Speaker, I have the privilege of serving in the Departmental Committee on Justice and Legal Affairs and I stand here with a very heavy heart. I have listened very keenly to my Chairman and I notice that my Government Proceedings (Amendment) Bill is not listed. That is a matter that is very serious because I am proposing to amend the Government Proceedings Bill very fundamentally.
