"content": "(Sen. (Prof) Kindiki): Mr. Deputy Speaker, Sir, I think the Senate Deputy Majority Leader has succeeded in what he wanted, which is to communicate the message that we need to be around. Maybe his county is the biggest producer of athletes and that explains why he could be more anxious than the rest of us. The National Assembly has already considered this Bill. It is a product of negotiations between Kenya and the World Anti-doping Agency and other international institutions that are involved in athletics. As the Mover of this Bill, I will not be averse to any suggestions on its improvement, but one difficulty – and I have already shared this with my brother, the Senate Minority Leader – is that given the negotiations that have gone on between--- Kenya actually had to submit the draft for them to look at and approve. They got back to say that this is the version which meets the standards they require. I am also aware that in the National Assembly there were instances where Members wanted to suggest certain amendments, but given those peculiar conditions, it was agreed--- Of course, the Senators are not bound by what happened in the National Assembly, but it would be in the interest of the nation if we could pass the negotiated version of this Bill and maybe pursue possible amendments later, in the ordinary course of things. I committed to my counterpart, the Senate Minority Leader – I hope he is listening – that it should be captured in the HANSARD, that after this Bill has been assented to and our athletes are cleared to participate in the Olympics and other international events, I will be supportive of any amendments that will improve this Bill, whether they come from the Minority or Majority side. The core function of this Bill is to establish the agency that will be responsible for controlling and dealing with cases of doping in our country.
