"content": "Lastly, I have emphasised a lot in terms of the negotiations between Kenya and the international agencies. I have already quoted the UNESCO Anti-Doping Convention. Under the 2010 Constitution, Article 2(5) provides that:- “International treaties, conventions and standards are part of the law of Kenya.” Mr. Deputy Speaker, Sir, we are not contradicting ourselves by saying that this is our law and, at the same time, we have consulted. This is a negotiated version between ourselves, as a country, and the international agencies that deal with sports. It is in accordance with our Constitution. Article 2(5) provides for the application of all treaties, including the United Nations Educational, Scientific and Cultural Organization (UNESCO) Treaty, to which Kenya is a party."
