    "content": "Mr. Temporary Speaker, Sir, I beg to move the following Motion:- THAT, the Division of Revenue Bill (National Assembly Bill No.4 of 2016) be now read a Second Time. This is a very important Bill that provides for the equitable division of revenue raised nationally between the national Government and the county governments in the 2016/2017 Financial Year. The object of this Bill, as clearly set out in it, is about the equitable sharing of revenue, which is the main principle that underpins devolution in this country. It also provides for two things; the equitable division of revenue raised nationally between the national Government and the county governments and conditional allocations to county governments, in accordance with Articles 202 and 187 of the Constitution.
