    "content": "I am concluding. To respond to you, the new Constitution requires this House, led by you, to be the other arm of Government. But Hon. Duale takes a section of this Parliament to be in Government. So, they have to answer because that is what they have been doing. He said that he is the head of government and the representative of the Government in the House and we have to take him on, blame him, congratulate him and tell him when he is saying things on behalf of the Government."
