Standing Order No.107 gives you the power to get people not to derail us when we should discuss important issues. The issue that was raised here is who should look at these accounts. That is the basic issue. If you look at the structure of the Government, I know with the new Constitution, there are things that do not immediately fall into line. If we take it simply, the person who superintends and the person through which political parties work through is the Registrar of Political Parties. The Registrar of Political Parties is a national office under the national Government structure. The political parties receive monies appropriated by this Parliament. The money they receive is money that is not invested but money that is utilized and should be accounted for, which is different from other monies that we give to organizations like parastatals where we invest and expect returns. It, therefore, stands to reason that even if we did not have Standing Order No.205 that Hon. Ababu Namwamba has referred to, the only place you would probably place it is the PAC. I know that recently when we had an issue with the Budget and Appropriations Committee, we decided that the Liaison Committee will take up the matter and get the job done. Therefore, my proposal is not supported by Standing Order No.205 that this account should be taken to the PAC."
