    "content": "As we speak, the United States of America (USA) Congress went home without passing a Budget. However, the country runs because the Congress is run by the Republicans and the presidency is held by the Democrats. The role of Parliament is to make the Budget but not to receive it from the ministries and do what we do here every day. We do it because the majority party in Parliament is the one that has the President."
