    "content": "The law is very clear on these matters. If you do not make a ruling, it is very clear in the Standing Orders. Like Hon. Ababu has said, under Standing Order No.205, there will be no reason for you to order formation of a special committee because the law is clear that we give it to the PAC. If you follow what Hon. Chepkong’a told you, we are a mongrel. We are dealing with things we do not understand. I want you to appreciate the fact that if you establish a special committee, the next thing you will ask will be having other special committees to deal with other matters.
