    "content": "In terms of accountability and monitoring implementation, the Act is very clear that the accounting officer of this Fund is the Chief Registrar. The Fund will be subject to the existing financial regulations and will be audited by the Auditor-General three months after the end of the financial year. That kind of system will address the worries that we have. The bigger worry for Judiciary is the corruption of the system itself. What happens in the corridors of justice is more worrying because of people exchanging money rather than stealing the small resource that is provided. What is proposed here will ensure that accountability is well monitored and stressed."
