    "content": "Thank you, Hon. Temporary Deputy Speaker, for the opportunity to contribute to this very important Bill. For the last one month we have been struggling to reinstate the Judiciary budget after it had been reduced through the supplementary process of rationalizing and reorganizing the Government Budget. You can imagine the Registrar of Judiciary trying to camp in the corridors of the National Treasury and Parliament to see if she will get enough money to run the Judiciary. It is a wrong thing to do. To require the Registrar of the Judiciary to negotiate all the time with bodies so that it can have enough money to run its business is wrong. That is why Article 173 of the Constitution had provided and foreseen that it should have a fund."
