    "content": "It may surprise you that when this Bill first came to the Committee, it was a regulation. We thought that probably they did not understand what the country meant when they said they wanted legislation. The first thing that came before us and Members of the Committee can attest to it was a regulation. Article 173 is clear that a fund should be established to be run by the Judiciary. In this Fund, there is no role for the JSC Commission at all to play in the way this Fund works. The Registrar is the sole Accounting Officer, the buck stops with him or her and she or he responds and is responsible to this Parliament, not anybody else. That is what Articles 172 and 173 say."
