    "content": "Whether it is donor money or whatever you want to call them; development partners or any other name since there are so many names. That is why we provided that all the monies that someone would want to give to the Judiciary should be put into this Fund, over and above what Parliament will have voted for them. The idea that Parliament cannot oversee donor funds is a fallacy. Public institutions get money from donors because they are Government institutions. Donors do not give money to non-government institutions, except NGOs. Therefore, people should not hide behind donor structures and say that they cannot be audited."
